Adequacy of Probabilities for Counter-Dominant Events and Their Components as a Principle for Determining the Necessity and Sufficiency of Security and Protective Measures

Abstract

The authors explore the epistemological foundations of safety and security decisions, arguing that modern protective strategies must shift from mere comparison to nature-like contrast. The paper introduces the Principle of Probability Adequacy, which advocates for analyzing counter-dominant events through vertical opposition of probabilities and horizontal comparison of their characteristics. The method is proposed as a scientific framework to enhance the effectiveness of safety risk assessments, particularly for critical infrastructure protection.

Автори досліджують епістемологічні основи рішень безпеки та безпеки, стверджуючи, що сучасні захисні стратегії повинні перейти від простого порівняння до природного контрасту. У статті представлено принцип адекватності ймовірностей, який виступає за аналіз контрдомінантних подій через вертикальне протиставлення ймовірностей і горизонтальне порівняння їхніх характеристик. Метод пропонується як наукова основа для підвищення ефективності оцінки ризиків для безпеки, зокрема для захисту критичної інфраструктури.
